White House Says Dismantle First, Talks After

WASHINTON — The White House today rejected North Korea’s offer to open negotiations over their newly disclosed nuclear weapons program, said White House spokesman, Ari Fleischer. “North Korea knows what it needs to do,” said Fleischer. “It needs to dismantle its nuclear program and honor its treaty obligations.” North Koreans said they would be willing to consider international inspections of the uranium facilities, but the United States demands they dismantle the program first, before any talks could occur.

North Korea has acknowledged they are in violation of a 1994 agreement with the United States, but it claims the United States violated the accord first. Under the accord the United States promised to provide North Korea with two civilian nuclear power plants, which have not been delivered yet.
